As of January 1, 2021, the Maryland State Police Licensing Division discontinued printing and mailing of Handgun Qualification Licenses (HQL). Applicants will instead receive email notification of application status, and if/when an application is approved, a copy of the HQL will be attached to the email.
The 77R and Handgun Permit applications are available on the Maryland State Police Licensing Portal.
